Jack is a proud military veteran of the U.S. Navy who has had the unique honor and privilege during his nearly 20-year public service career of being appointed by four Governors, from two different states and from both major political parties, to serve in senior executive-level state government positions in Maryland and Virginia. In his government leadership positions, he served as one of the Governors' top appointed officials who was responsible for increasing the percentage of the states’ multibillion-dollar procurement contracting budgets that was awarded to certified Small, Women-owned, Minority-owned, and Veteran-owned companies. Most recently, he served as a gubernatorial appointee at the Maryland Department of General Services from 2015 to January 2023 as the Director of the Office Business Programs and as the Assistant Secretary for Business Enterprise Administration. In this senior level position, he was responsible for overseeing the State of Maryland's $300 million statewide fuel supply program that provides fuel products, including gasoline and diesel, that provides fuel for the over 18,000 state owned vehicles, equipment and trains.  In this role, he was also responsible for overseeing the management of the 120 state-owned refueling stations that are in every county and region in Maryland. He was also responsible for overseeing the State of Maryland Capital Grants Program, which administers over 2,500 infrastructure projects statewide that are valued at over $2 billion. He also oversaw the Inventory Standards & Support Services Division, which includes the DGS Fleet Management Program, the State’s Fixed Asset Program and the Statewide Automated Fuel Dispensing and Fuel Management Office.  Jack also oversaw The DGS Office of Marketing and Public Engagement, which was responsible for coordinating training and outreach events throughout the state for owners of small, women owned, minority owned and veteran owned businesses who are interested in securing government contracts with the state. In 2021, the National Association of State Chief Administrators (NASCA) awarded him their first ever National State Government Operations Champions Award for his outstanding achievements in state government operations and for his long-time strong advocacy for the inclusion of small and minority-owned firms in state procurement opportunities.  He also has over 20 years of private sector experience as a Business Development Executive, and Strategic Communications Professional. He earned a Bachelor of Arts Degree in Political Science from Mississippi College in Clinton Mississippi.
